Essex County Sheriff's Office

The Essex County Sheriff's Office is the primary law enforcement agency for the county. All arrests in Essex go through this office. The Sheriff's Office creates the initial booking record, which includes a mugshot, fingerprints, the charges filed, and personal details about the person arrested. They also coordinate with the Northern Neck Regional Jail for inmate custody.

To request a booking photo or arrest record from Essex County, submit a written FOIA request to the Sheriff's Office. Include the full name and date of birth of the person, and the approximate arrest date if you have it. Cite Virginia Code Section 2.2-3706 in your request. That code section requires agencies to release adult arrestee photographs taken during initial intake. They must respond within five business days.

Essex County does not have a public-facing online mugshot database. For current custody status, use VINE. This free service covers the Northern Neck Regional Jail and most other Virginia facilities. You can also call the Sheriff's Office directly to check if a specific person is in custody.

Northern Neck Regional Jail

The Northern Neck Regional Jail and Correctional Authority (NNRCJA) serves Essex County and neighboring jurisdictions in the Northern Neck region of Virginia. Booking records at this facility include mugshots, fingerprints, charge information, bond amounts, and expected release dates. Contact the jail directly for information about current inmates. For older or historical records, a written FOIA request to the Sheriff's Office or the jail is required.

Most public records at the NNRCJA follow Virginia law on what can and cannot be released. The basic inmate roster, booking dates, charges, and bond information are public. Medical records, mental health records, and internal disciplinary files are not. Juvenile records are not available to the public under any circumstance.

If someone has left the NNRCJA and been transferred to a Virginia state prison, use the VADOC Offender Locator to find them. That database includes photos and is free to search. Provide the full last name and the first letter of the first name, or use the seven-digit VADOC offender ID if you have it.

Essex County Court Records

The Essex County Circuit Court Clerk maintains felony criminal case records for the county. These records are public unless a judge has ordered them sealed. They show charges, hearing dates, and case outcomes. You can search Essex County circuit court records online through the Virginia Judiciary Online Case Information System, which covers courts statewide.

The General District Court handles misdemeanor cases in Essex County. Both courts are part of the 15th Judicial Circuit. Court records work alongside arrest records to tell the full story of a criminal case. The arrest record shows what was charged at booking. The court record shows what the legal system did with those charges. Sometimes they are the same. Sometimes they differ greatly. Charges are often reduced or dropped between booking and trial.

If charges were dismissed or the person was acquitted, they may file for expungement of the arrest record under Virginia Code Section 19.2-392.2. Expunged records are sealed from public view. Virginia's new record sealing law, effective July 2026, will also allow some convictions to be sealed under Title 19.2, Chapter 23.

Several statewide resources help with Essex County arrest searches. The Virginia State Police Central Criminal Records Exchange holds official criminal history data for the entire state. A name-based search costs $15. Use the SP-167 form available at vsp.virginia.gov/services/forms/. Submit by mail with payment by certified check, money order, or credit card. Your Rights to Essex County Arrest Records

Virginia law requires agencies to release adult arrestee booking photographs. This is mandatory under Virginia Code Section 2.2-3706(A)(2). The Essex County Sheriff's Office and the NNRCJA are both subject to this requirement. Agencies must respond to FOIA requests within five business days. The only valid reason to withhold a mugshot is if it would endanger an ongoing felony investigation. Once that concern passes, the photo must be released.

Exemptions apply to juvenile records, victim and witness identities, and records tied to active investigations. If your request is turned down, ask for the specific legal basis. You have that right. Arrest records do not equal convictions. An arrest shows a person was charged, not that they were found guilty. Virginia law keeps adult arrest records for 100 years from birth. Juvenile arrest records are retained for 23 years from birth. Records for deceased adults are removed one year after the agency receives notification of death.
