Cumberland County Sheriff's Office

The Cumberland County Sheriff's Office is the main law enforcement agency for the county. All arrests in Cumberland go through the Sheriff's Office, which creates the initial booking record. That record includes a mugshot, fingerprints, the charges, and personal details about the person arrested. The Sheriff's Office also handles custody during the booking and initial detention phase.

To get a copy of a booking photograph or arrest record from Cumberland County, submit a written request to the Sheriff's Office citing Virginia Code Section 2.2-3706. That section requires agencies to release adult arrestee photos taken during intake. Include the person's full name, date of birth, and approximate arrest date. Agencies must respond within five business days of receiving your FOIA request.

Cumberland County does not maintain a public online mugshot database. Real-time custody status is best checked through VINE. VINE is free and works for most Virginia county jails. You can also call the Sheriff's Office directly for basic custody information on current inmates.

Piedmont Regional Jail

The Piedmont Regional Jail serves Cumberland County and several surrounding jurisdictions. This is where most Cumberland County inmates are held. The jail keeps detailed booking records including mugshots, fingerprints, charge information, bond amounts, and expected release dates. Contact the jail directly for information on current inmates or to ask about records.

For people who have been moved out of the Piedmont Regional Jail and into a state prison, use the Virginia Department of Corrections Offender Locator. This tool searches the VADOC database and includes inmate photographs. You need the full last name and at least the first letter of the first name, or the seven-digit VADOC offender ID. It is a free public search tool.

Most inmate information at the Piedmont Regional Jail is available under Virginia public records law. Public information includes the inmate roster, booking date, charges, bond amount, and expected release date. Medical records, mental health records, and disciplinary records are not public. Juvenile records are also protected and not disclosed.

Cumberland County Criminal Court Records

The Cumberland County Circuit Court Clerk keeps felony criminal case records. These show charges, court dates, and final outcomes. They are public unless sealed. You can search many Cumberland County circuit court cases online through the Virginia Judiciary Online Case Information System. That system covers circuit courts statewide and lets you search by name or case number.

The General District Court handles misdemeanor cases. Both are part of the 10th Judicial Circuit. Court records are a useful complement to arrest records because they show what happened after booking. Charges may be reduced, dropped, or lead to conviction. Neither the arrest record nor the court record alone gives you the full story. You need both.

If charges were dismissed or the person was acquitted, they can file to have the arrest record expunged under Virginia Code Section 19.2-392.2. Expunged records are removed from public access. Virginia's record sealing law, effective July 2026, will also allow some convictions to be hidden from public view under Title 19.2, Chapter 23.

The Virginia State Police Central Criminal Records Exchange holds criminal history data for all of Virginia, including Cumberland County. A name-based search costs $15 using the SP-167 form. The CCRE has been collecting records since 1966 and is the official state repository. Payment must be by certified check, money order, business check, or credit card. The Virginia.arrests.org database is a third-party aggregator of recent arrest records from participating agencies. It can show recent Cumberland County bookings but is not official. Your Rights Under Virginia FOIA

Mugshots are public records in Virginia. Under Virginia Code Section 2.2-3706(A)(2), agencies must release adult arrestee booking photographs. This is a mandatory release, not a discretionary one. Agencies have five working days to respond to your request. They can deny release only in narrow circumstances, such as an ongoing felony investigation where the photo's release could hurt the case.

Cumberland County Sheriff's Office and the Piedmont Regional Jail are both subject to this law. If you ask for a mugshot and get turned down without a clear legal reason, you have recourse. Juvenile records are not accessible. Victim information and ongoing investigation materials are also protected. Arrest records do not prove guilt. An arrest shows charges were made, not that the person was convicted. The final outcome of a case may differ entirely from what appears in the initial booking record.

Virginia arrest records are retained for 100 years from the date of birth for adult arrests. Deceased adults have their records removed one year after notification of death. Juvenile records are kept for 23 years from birth. These retention rules are set under the Library of Virginia records schedules.
